“The problem that we would’ve had if we said someone born in the United States, but whose parents may be citizens of a different country....[is that if] you say that person is not subject to the jurisdiction of the United States, that means they are not subject to the laws of the United States, including our criminal laws, which means they can break every law in this country unimpugned.
